An Warning to Keir Starmer drawn from His Own Past: Without Boldness on Brexit & the EU, His Party Challengers Shall Be.

Seven years ago, a mere a short phrase to ignite a Labour conference and to show the party was falling out of love with its then leader. Although not exactly soaring oratory, the words were greeted with rapturous applause as delegates rose in an impromptu ovation.

When the noise subsided, Keir Starmer, stood at the podium, blinking in surprise. He wasn't really accustomed to his speeches having such an effect. All he had said was: "Nobody is ruling out remain as an option". But context is everything.

In that deeply polarized period in 2018, departing from the prepared script like this was inevitably viewed as issuing a challenge to the party leader, who sought to prioritize Brexit voters in working-class seats above the Europhile sentiments within Labour. In just one speech, this seemingly cautious opposition Brexit spokesman underwent a transformation – if only for a while – into a political gambler who championed the party's base against a leader he later succeeded.

The Shift in Position & Settled Issues

Since then, much has happened, especially for Starmer himself. One of his first acts after taking over in 2020 was declaring the Brexit issue was resolved by the previous year’s national vote. And, at the last one, he repeatedly emphasised unbreakable pledge promises that forbade re-entry into the EU, the single market or a customs union.

Similar to Corbyn, his strategy has been to pursue Brexit-y voters in target constituencies, despite survey data indicates a significant number have passed away or shifted opinion.

A Lid That Rattles on the EU

However, it’s now Starmer is now to be an embattled Labour leader. And, if EU relations may not be the boiling pot of British politics, a lid that has been kept firmly shut for five years is starting to loosen once more.

Both Starmer and Rachel Reeves have ramped up their language about the devastation that leaving the EU has caused to Britain's economic standing. It’s a useful stick with which to beat Nigel Farage, who now rarely mentions his flagship policy was his primary goal and is still his only real achievement.

Nevertheless, the extent of the economic harm, reportedly has resulted in an economy that is significantly diminished than if it were still in the EU, dwarfs the micro-mitigation thus far implemented by ministers. The PM's much-touted re-set deal negotiated with the EU last summer offers economic benefits measured in fractions of a percent.

Cabinet Divergence and Bolder Ideas

The chancellor is among those trying to overcome long-standing interior ministry opposition to a broader scheme of a growth-enabling youth mobility scheme allowing young people can travel between Britain and Europe to study or work.

David Lammy has pondered publicly regarding the “self-evident” benefits of joining a customs union with the EU, as several Labour backbenchers, including the chair of the powerful finance committee, recently voted for an opposition proposal on joining one.

While the Europe minister, who oversees UK-EU relations, who is now attending every cabinet meeting, maintains the red lines are still in place, there exist avenues these could be bypassed. One idea involves declaring the commencement of talks immediately on a much bolder deal, to be featured in the following election platform, with implementation only if securing a fresh mandate.

The Prime Minister's Fundamental Doubts

However, Starmer has most recently pouring cold water on the idea by warning a return to an EU customs arrangement could undermine the trade pacts with the US, which he views as signature achievements of his government.

It is understood that the PM’s scepticism run even deeper, and is rooted in three further factors.

  1. Firstly, he thinks any customs union agreement is now much harder as ministers are actively diverging from European rules across a range of policy areas, including the environment.
  2. Secondly, the prohibitive cost set for the UK for entry into a European defense initiative and the subsequent collapse of negotiations has convinced British officials that former EU partners have little interest in offering favorable terms to the UK than in demonstrating that leaving the EU was a mistake.
  3. Thirdly, the new US national security strategy, which has been welcomed by the Kremlin, is seen by key advisors in Number 10 as grounds for the UK to maintain distance from the EU.

A Bizarre Document and Geopolitical Calculations

This bizarre and terrifying document claims Europe faces “civilizational erasure” due to immigration. It includes a single mention of the UK, found on a proposal that Donald Trump’s administration may interfere in our politics to encourage the rise of “patriotic” parties.

However, instead of deciding that this makes America an unreliable partner, ministers reportedly fear that deeper EU integration could upset the global balance by endangering precarious American backing for Ukraine, Nato and much more besides.

Leadership Speculation & The Echo of 2018

All of which returns us to 2018. The PM has consistently stated that address was not a pitch for the leadership but merely an effort to keep open the possibility of staying in the EU in a future vote. Indeed, back then, Starmer still favoured a “bespoke customs union deal” similar to the one he now appears to be opposing.

But it’s not been lost on Downing Street have noticed that the Health Secretary, widely considered would be a candidate in any leadership election, is among a clutch of cabinet ministers signaling they desire greater ambition regarding the EU.

Aides to Angela Rayner, another likely contender in a contest to replace Starmer, insist she won’t discuss her position on a customs union because it would only “escalate unhelpful speculation”.

The Clear Risk and A Prudent Reminder

The danger is obvious. Should the PM reject more meaningful steps towards EU alignment, he cedes ground to occupy the space where the overwhelming majority of Labour MPs, members and voters are to be found.

It would be prudent of him to recall the impact that a short phrase had for him in 2018. There are options for a big offer on Europe which the PM ought to consider; he should prise them open personally, before someone else adopt them as their own.
