The United Kingdom and the United States have signed a major commercial pact that will keep zero import taxes on British pharmaceutical products being sold in the US market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to raise funding on drugs through the public health system. This move guarantees that tariffs on these vital exports will stay at nothing for a period of 36 months.

This development follows earlier statements to hike tariffs on patented pharmaceutical products, with potential rates floated as high as one hundred percent.

"This agreement with the United Kingdom reinforces the worldwide climate for innovative medicines and establishes long-overdue balance to transatlantic medicine commerce," a release noted.

Trade Importance

Drugs represent one of the the United Kingdom's largest exports to the United States, which is by far the biggest destination for major UK drugmakers.

Trade data reveal that in the year prior to last September, the UK sold pharmaceutical products valued at billions to the US. This value accounted for a significant portion of total UK exports in that timeframe.

"This deal secures employment, increases funding and paves the way for the UK to emerge as a global hub for medical research," the Business and Trade Secretary stated.

Specific UK Commitments

The deal involves several notable changes from the British government:

  • Price Threshold Increase: The UK will increase the cost ceiling at which it judges new treatments to be prohibitively costly by a quarter.
  • Higher Drug Budget: There is a goal to raise total health service expenditure on treatments from 0.3% of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Payback Limit: The sum manufacturers must refund to the NHS to control costs will be capped at fifteen percent. In the past, rebates were more than twenty percent.

Broader Context

The pact follows a protracted row between the pharmaceutical industry and the ministers over drug pricing and regulatory access.

This friction were heightened by assertions that American customers were paying several times more for the same drugs than people in the other developed nations.

Recently, several large manufacturing plans in the UK have been delayed or cancelled, while multi-billion-dollar investments have been pledged toward projects in the United States.

The Science Minister publicly accepted that the NHS needed to spend more on medicines, noting that its expenditure on drugs had shrunk as a percentage of its total funding over the past decade.
